Our client, Charles R. Drew University, is looking for an eligible and
qualified individual to fill the position of Data Specialist

Position Title: Data Specialist
Department: Programs
Location: Lusaka, Zambia
Reports to: CDU Zambia Country Program Director

Description of Rise Up Project:

Charles R. Drew University of Medicine and Science (CDU) is part of a
consortium of four historically black colleges and universities (HBCUs) in the
United States, which is working to support select Ministry of Health Level One
hospitals in Zambia. The HBCU Global Health Consortium projects are designed
to transform clinical HIV practice to provide high quality, comprehensive,
inter-professional care and treatment to people living with HIV. The Rise Up!
Project seeks to improve linkage and retention in HIV care and treatment for
15-24year-old HIV-positive females. The youth friendly HIV peer navigation
services efficiently link HIV-positive adolescent girls and young women to HIV
care, treatment, and psychosocial support. Project activities also support
HIV-negative girls to maintain their HIV status. This is a PEPFAR supported
project.

The Main Objective of the Data Specialist

Assist Program staff in clarifying project information needs and Provide
technical support in the area of monitoring and evaluation (M&E) to ensure
high quality record keeping at health facilities and the community level in
meeting program objectives

Specific Objectives

> Facilitate collecting, capturing and interpreting data collected from patient files and registers.
> Resolve inconsistencies and verification of weekly /monthly reports generated by health facility

> Disseminate facility information for weekly, monthly and quarterly review and assessment meetings
> Participate in data quality audits
> Participate in data quality control both for all project sites
> Produce charts and reports for facility based meetings
> Provide training and technical assistance for Rise Up! Program staff on data collection and management as needed

ESSENTIAL ROLES AND RESPONSIBILITIES

> Provide Aggregate reports as requested by Charles R. drew University, Ministry of Health through the District Management Teams and provincial Health Offices
> Assist in developing of software by providing feedback for improvements in new versions and assisting in testing new versions of the software.
> Analyzing data for performance against FY targets
> Develop and implement M&E plan of project to generate regular information related to progress of the project.
> Provide technical support to project staff on implementing M&E plan and logical framework.

> Developing some database and dash boards using excel power query and manage data collection process
> Creation of project performance tracking, indicators for data collection, design data collection tools/ templates, and assist for regular data collection/generation process.
> Design M&E tools, database systems, and train and build capacity of others such as, the program staff, facility staff and peer Navigators.
> Train facility staff & Peer Navigators in M&E tools and indicators definitions i.e. data collection, data cleaning, HIMS, and reporting.

> Training health staff and Peer Navigators in MER facility/community indicators prevention, treatment care indicators, retention and VL indicators
> Developing and managing M&E work plan
> Managing the DHIS and PEPFAR/DATIM reporting process i.e. quarterly, semi-annual and annual reporting
> Work closely with the PHO data team to Prepare Datim auto import file for PEPFAR reporting
> Conducting site visits with HBCU GHC IP and DHIOs to provide ongoing capacity building of site-level cadres in using the DQMIS tools and the resulting data for quality improvement.
> Work closely with the country program Director to Support monthly and quarterly DQMIS data collection and reporting
> Provide mentorship in data management procedures and methods using in Microsoft Excel
> Provide DQMIS training to Rise Up! House Program coordinators and provide onsite TA on DQMIS procedures
> Identify and apply the necessary tools to assess data quality and develop a plan for ensuring data quality at all levels of the data management system
> Attend weekly clinical meetings
> Performing any other duties as requested by CDU management in order to fulfill the needs of the organization.
> Identifying failures and achievements for the facility and helping out on finding solutions to failures in line with AGYW service delivery

> Provide in-person support to HBCUGHC Implementing Partners and PHO-M&E leads for monitoring site-level data quality at PEPFAR supported sites.
> Conduct site visits with the Country Program Director, Implementing partners and DHIOs to provide ongoing capacity building of site-level cadres in using the DQMIS tools and the resulting data for quality improvement
> Support CDU and implementing partners to streamline and strengthen existing monthly and quarterly reporting structures and systems.
> rovide mentorship in data management procedures and methods using in Microsoft Excel.
> Other duties as assigned.

SKILLS AND QUALIFICATIONS

> Bachelor of Information technology BIT or equivalent (A Diploma in Institute for the management of information system (IMIS) would be an added advantage)
> Knowledgeable in PEPFAR indicators under the; 95 95 95 strategies.
> Advanced skills in using smart care i.e. creating Backups, installation, configurations setting, networking, pulling ART defaulter reports, training and providing technical assistant to facility staff and community workers
> Have acquired some advanced skills in excel such as creating; Pivot tables & Pivot Reporting, Advanced Charting, Tables & Formatting, Advanced Formulas, Conditional Formatting, VBA,Macros, VLOOKUP and HLOOKUP, INDEX MATCH and power query skills to transform data.
> Good presentation skills i.e. creation of performance charts and compilation of program activities
> Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities and meet deadlines.
> Ability to work independently as well as with a team and follow directions.
> Excellent communication and customer service skills.
> Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural communication; attention to detail.
> Familiarity with US Government funded programs and NGOs in Africa.
> Experienced working with liaison with the MOH staff at facility, district and provincial level
